Institute of social rehabilitation in broad outline

Novosibirsk Institute of Social Rehabilitation (NISR) was organized in 1992 according to Russian Federation Government instruction N 1603-p and by the order of Higher School Committee N 603 of the Oct. 1, 1992 as a special rehabilitative and educational establishment for persons with limited abilities. According to Government's resolution N 807and by the State Committee's of RF order in higher education N 1253 of Aug. 30, 1995 the NISR was reorganized and joined to Novosibirsk State Technical University (NSTU). The Institute was created in Novosibirsk - a large scientific, cultural and historical centre of Siberia.

ISR NSTU works with considerable autonomy of management and financing and carries out it's activities at its own and at the university's educational and laboratory basis.

The Institute has a unique experience of functioning as a special separate structural unit of the technical university (NSTU) and also of joint interaction and training of handicaped students together with NSTU. In Russia there is no such rehabilitative-educational complex.

The ISR NSTU elaborates programs in humanitarian, natural, physical and mathematical sciences and also in special subjects of two departments, where students get their professions. Significant attention is paid to hearing and speech recovery work and mute translation.

The Institute performs its activities together with regional centres, public organizations for handicaped people, social services and represents as a terminal link in a chain of rehabilitation for the deaf and hard of hearing and other categories of handicapped people.

Under the leadership of the Director of the Institute, Ptushkin Gennady S., M. Sc., Senior Lecturer, many activities were undertaken to organize rehabilitation and educational processes, repair and reconstruction of both academic building and student's hostel, promoting of social, cultural and scientific life of the ISR.

A direct leadership is realized by an Academic Board - an elective representative executive body. Representatives of all categories of the staff and students are elected for the Academic Board.

The results of the complex ISR NSTU activities will allow to create a methodology of organization and management of the rehabilitative and educational process for effective professional training of citizens with limited abilities.
